I am looking at setting something up here using the existing game mechanics. Still to come, and hopefully, for version 1.0 is a new layer to the command structure involving special HQ units. Suffice to say the new things we set up in BICE we make sure the AI can use. This will be a WIP over a long period of time. WE have also put many hours into reworking the AI and its game strategy. It will be impossible for a nation to gain every tech We are setting these up so that both player and AI will have to make some hard choices over what they research and where they focus the nation's efforts.
Over 100 new techs have already been added ( not including unique nation techs). This will be expanded to ships in next versions. Major nations will have unique armor and aircraft techs and units. So a Japanese tank factory might not be as efficient as US tank factory for example. The factories will reduce build time of the related units, nation specific. Each factory is buildable for the player and the AI will also build them.
